Electronics Question about 36 volt, 30 charger golfcart Amper. Need to fix myself.?

It's an old Golf Cart Charger. Yet draws 36 volts, but only small amount of amps. It must be made at least 20 amps. Changed the meter said I was bad, but shows the same reading. Anyone with knowledge please respond. It is a trickle charger that can be set to 12 hours. It puts out 36 volts, but only three amplifiers with a load, the batteries are being charged, and should put at least 20 amps.

The subway would not be the problem with security. It probably has a final blow. Transistor which is normally a great looking device, but is more fit to be a triack. The circuit is just a step down XFORMER to get the 36 volts, which is then reduced to DC and an SCR or Triack is used to deliver the current. It may also have some control circuits as well, but the call "on ending" is more apt to be the problem.
