1985 truck, 36 V, single-click when pressing the pedal Accelarator?

battery is fully charged, so I can tell, the charger turns off on it's own, never worked in the Golf Cart before, any help would be great, made some checks and has 5 solenoids, and a coil resistance, FNR switch which I think is working well, will do nothing in N, but in F, or R, only 5 clicks as you press the pedal, which I think are the limitors speed, so I'm at a lost as what to do to fix the problem

clicks are heard on 5 switches activate solenoids or simply if all the solenoids are working the next thing I would look is the FNR switch if they do not touch on both sides will not move some fuses for the main power cables continue to change batteries if the switch can go to the wires in the engine wheel lift in the air to prevent the throttle to keep moving and see if you have a full 36 volts to the motor if it does, is likely to require most of the time brushes the FNR switch that causes the problem
